European Network for Mobility and Local Agenda 21
Main Project of the Berlin Local Agenda 21

Summary of our network aims

Environmentally and socially responsible urban development
EU enlargement will entail an increase in traffic volume and a rise in the number of passenger cars, especially in the accession countries. As a result, the social and environmental strains caused by traffic will also increase. In order for traffic to develop in a suitable way, it is therefore necessary to minimise the emission of greenhouse gas, pollutants and noise as well as the asphalting over of natural spaces (urban sprawl). At the same time, the mobility needs of the general public should be met. In order to achieve these goals. citizens need to become involved in European traffic policy.

Our Goals:
- Strengthening of cooperation between different institutions in Central and Eastern European cities in the field of mobility and local agenda 21
- Improvement of quality of life in public areas
- Development and continuous support of individual projects with citizen participation
- Promotion of a change in lifestyle by means of information and education
- Organisation of international conferences and meetings.

Noise Protection in Europe:
Traffic noise caused by motor vehicles, aeroplanes and trains impairs quality of life, especially in congested areas. The EU Parliament and EU Council have issued a directive for the assesment and management of environmental noise which obliges member states to make "noise maps" and draw up action plans for noise reduction. How will this EU law be implemented in each member state and how can we support this process?

Speed 30 km/h - Vision Zero:
Motorised transport involves a high traffic accident risk. The number of road deaths in some member states - even those with a lower number of motorosed vehicles - is significantly greater than in others. Speed reduction and traffic calming measures make a clear contribution to bringing down the number of serious accidents. Sweden and Switzerland have decided to reduce the number of road death and serious injuries to zero by 2020. In order to achieve thie "Vision Zero" all avoidable causes of accidents are to be eliminated. We would like to see all EU states follow the example of these countries.

The Principles of Sustainable Mobility:
- Environmentally and socially responsible urban development
- Promotion of public transport
- To meet mobility needs independent of car ownership
- Use of alternative power for transport
- Safe speeds for motor vehicles
- Optimum coordination of long and short distance transport networks
- Retention, modernisation and extension of railway lines
- Additional transfer of goods transport from road to rail
- Bike transport facilities on all trains
- International network of cycle paths
- Avoidance of short-distance flights
